Box 707
Concord, N.C. 28026-0707

Dear Mr. Barnhardt:

As required by the North Carolina General Assembly, Kannapolis City Schools has completed
a Ten-Year School Capital Construction Needs Assessment Survey. It is our understanding that the
General Assembly will use this infom~afion in determining how the state can assist public school
systems with their building needs.

The survey instrument enclosed is the form the state determined we should use. You will also
find enclosed information on Kannapolis City Schools letterhead which will be helpful to you as you
review the report. Finally, there is a form for you to sign which indicates that the Cabarrus County
Commissioners approve or do not approve this survey for submission to the state. It is our
understanding that your approval of our submission of the survey in no way obligates the commissioners
to the projects or COSTS of the projects contained in the survey.

We had hoped to have thc survey to you for action at your January 2 meeting, but as you know
that meeting was postponed until Jant]_ary 16. The state has asked that we submit the survey before
January 15. Of course, that is not possible, but we do need to submit it after your January 16 meeting.
For that reason, we are sending you the information at least one week prior to your January 16 meeting.
Please do not hesitate to contact us if we can provide any additional information prior to your meeting.

In many cases, we feel that the State's estimated costs are high and that we could do the projects
for less cost. Therefore, we think the total amount for our ten-year building needs would be less than
the state projections. However, please remember that your approval of submission of the survey carries
no obligation for funding on the part of the commissioners.

Thank you for your assistance.

Sincerely yours,

Edward B. Tyson, Ed.D.
Superintendent

C: Kannapolis City Schools Board of Education Members

"We are an Equal Opportunity Employer"
