The North Carolina Department of Transportation (NCDOT), through the use of both <br />federal and state funds, provides assistance in various foc-,~s to counties across the State for <br />the provision of transportation sendces to human service agencies and their clients. This <br />assistance ranges from the provision of funding to help pay for the cost of additional <br />transportation related services (such as E&DTAP funds), to the provision of vehicles and <br />capital equipment to counties that have a coordinated or consolidated system of <br />transportation (Section 16 and Section 18 funds). These funds are available to all counties <br />within the State, provided an adopted Transportation Development.Plan is in place. <br /> <br />Cabarrus County has a Transportation Development Plan (TDP) in place. The current <br />TDP covers a four year period ending in FY 1994-95, therefore an updated plan is required <br />for the continued participation in State programs and for utilization as a resource <br />management document for the system. Cabarrus County's TDP is designed to focus on two <br />major issues: 1) highlight anticipated capital improvement needs over the next four years, <br />and 2) identify improvements to the system that will increase the productivity and to identify <br />the most cost effective and efficient way to provide transportation services to the clients of <br />participating human service agencies. <br /> <br />In January of 1995, NCDOT and Cabarrus County entered into a service agreement with <br />Centralina Council of Governments (COG) for the provision of consultant services and for <br />the preparation of a TDP report for Cabarrus County. <br /> <br />- The existing Transportation Advisory Board, established as a result of the previous TDP, <br /> was used as the Steering Committee to advise and make recommendations as to the <br /> direction and substance of the TDP. The TAB includes representatives from participating <br /> human service agencies in Cabarrus County. The Transportation Advisory Board met with <br /> NCDOT and COG representatives on a regular basis to discuss matters concerning the TDP, <br />- with the objective of creating and endorsing a final, report to submit first to NCDOT for <br /> their review and approval, and then to the Cabarrus County Board of Commissioners for <br />_ their review and adoption.
