I
have reviewed the information by Underwater Unlimited Diving
Services, Inc. and the Sika Corporation which were enclosed with
your letter, also. The proposed scope of work will satisfy our
office's concerns as outlined in Item No. 1 and Item No. 4 of my
letter dated February 22, 1994, and in Item No. 1 of the
"Approval for Temporary Impoundment - Addendum No. 1" issued on
June 29, 1994.

We also concur that saw cutting of narrow joints is not
justified. For the construction joints in the principal
spillway, our office does not recommend that the narrow joints be
saw cut unless absolutely necessary, as saw cutting could
potentially damage the underlying waterstop. It is recommended
that the joints be sealed during conducive temperatures per
manufacturer's recommendations during the late fall, early winter
or spring when the joints should be closer to their maximum
opening. (Reference Item No. 1, "Leak Sealing - Construction
Joints (Principal Spillway)" and Item No. 4, "Sealing of
Construction Joints (Principal Spillway)" per your letter dated
July 5, 1995.)

Please advise Mr. Jerry W. Cook, P. E., Regional Engineer at
telephone number (704) 663-1699 when the work to seal the joints
and cracks will commence. Also, please advise if the downstream
staff gage has been installed; and when the operation manual,
maintenance schedule and emergency action plan will be
forthcoming.
