TO: Cabarrus County Board of County Commissioners

FROM: Norris James/Cabarrus County Building Inspection

SUBJECT: Secretarial Position for Building Inspection

REQUESTED ACTION: Authorize the creation ora secretarial position

An additional secretary is requested in the building inspection department because our
work load has increased. From January to November 1994 there were 21,566
inspections made, this year from January through November 24,218 were made. Since
the number of inspections have increased daily we are having to change procedures so
inspectors can spend more time in field.

We now have eleven inspectors who have been entering a portion of work tickets. They
need someone to be responsible for entering work tickets and keeping them updated so
inspectors will have more time to spend on inspections. We need someone to be
responsible for making sure all inspections are marked in the record books so when
homeowners and contractors call for information the books will be updated.

This person will help with telephone calls for inspectors including transferring calls and
taking work orders. This person will write receipts for payments received post them daily
and balance at end of each day. Also this person could help keep septic tank files in order
and keep completions attached to building permits. This will help inspectors save time
and make sure the building permit files are kept in order. This person could also help with
monthly reports and yearly reports mandated by the state.

The work load continues to grow in the inspection department. During this year 1995,
we have issued 3002 building permits from January to November. The month of
November we collected $9t,740.00 compared to $ 60,885.00 in 1994.

This secretary would also help in zoning when their secretary is on vacation or out for
any reason. With the additional help the county would be saving money since the
inspectors would be in field inspecting and not doing paperwork. With eleven inspectors
getting out of office 45 minutes earlier each day we would gain 8:15 hours of additional
inspection time each day; the equivalent ora new inspector.

cc: Gerald Newton

/,5
