CHARLES A. CANNON MEMORIAL LIBRARY
27 UNION STRE:I', NORTH
CONCORD, NORTH CAROLINA 28025

January 29, 1996

Mr. Jeff Barnhart
Acting County Manager and Chairman
Cabarrus County Board of Commissioners
P.O. Box 707
Concord, NC 28026-0707

Dear Chairman Barnhart,

I am pleased to report that the construction of the new Mt.
Pleasant Library is well underway. The operating budget for that
facility for FY97 is being prepared. At present we hope to open
the Library for operations in mid to late summer of this year.

In regards to that project, I am requesting that funds for
the purchase of library materials, primarily books, be
appropriated in your February 5, 1996 meeting. In the original
presentation to the Board of Commissioners in October, 1994, we
requested $100,000.00 for the purchase of approximately 5000
items to comprise the "opening day" collection of the Library.
The Library recently received $16,791 from the North Carolina
General Assembly. This is a one-time Special Public Library
Grant which can be spent only for the purchase of books or for
construction costs, since this appropriation was received by the
City of Concord, I recommended to the City Manager that these
funds be transferred to Cabarrus County to be applied to the Mt.
Pleasant Library project, preferably for the purchase of books.
The City Manager concurred with this recommendation as did the
Concord Board of Aldermen in their regular December meeting.
Should the Board of Commissioners accept these funds for that
purpose, the amount requested to purchase the opening day
collection is reduced to $ 83,209. Additionally we will now
pursue possible sources for grant funds which may reduce this
amount further. It is very important that we begin to purchase
books for the Mt. Pleasant Library as soon as possible. The
selection, processing and delivery of 5000 books represents a
significant time commitment on the part of our present library
staffs. This is a critical factor in meeting this objective by
the time we open the Library.
