Box 707 <br />Concord, NC 28026-0707 <br /> <br />Dear Chairman Barnhart, <br /> <br /> I am pleased to report that the construction of the new Mt. <br />Pleasant Library is well underway. The operating budget for that <br />facility for FY97 is being prepared. At present we hope to open <br />the Library for operations in mid to late summer of this year. <br /> <br /> In regards to that project, I am requesting that funds for <br />the purchase of library materials, primarily books, be <br />appropriated in your February 5, 1996 meeting. In the original <br />presentation to the Board of Commissioners in October, 1994, we <br />requested $100,000.00 for the purchase of approximately 5000 <br />items to comprise the "opening day" collection of the Library. <br />The Library recently received $16,791 from the North Carolina <br />General Assembly. This is a one-time Special Public Library <br />Grant which can be spent only for the purchase of books or for <br />construction costs, since this appropriation was received by the <br />City of Concord, I recommended to the City Manager that these <br />funds be transferred to Cabarrus County to be applied to the Mt. <br />Pleasant Library project, preferably for the purchase of books. <br />The City Manager concurred with this recommendation as did the <br />Concord Board of Aldermen in their regular December meeting. <br />Should the Board of Commissioners accept these funds for that <br />purpose, the amount requested to purchase the opening day <br />collection is reduced to $ 83,209. Additionally we will now <br />pursue possible sources for grant funds which may reduce this <br />amount further. It is very important that we begin to purchase <br />books for the Mt. Pleasant Library as soon as possible. The <br />selection, processing and delivery of 5000 books represents a <br />significant time commitment on the part of our present library <br />staffs. This is a critical factor in meeting this objective by <br />the time we open the Library. <br /> <br /> <br />
