Memorandum

To:

From:

Date:

NO~[I~ CAROLINA

Frank Clifton, County Manager

Gerald A. Newto~
Planning anS,D4velopment Area Manager

Mt. Pleasant request to co-fund repair work of Black Run Dam Spillway

February 13, 1996

In a conversation between Commissioner Barnhart and Mayor Baa-ringer of Mt. Pleasant,
an indication of probable willingness was expressed by Jeffthat Cabarrus County may be
able to assist in the town's necessary repair work of Black Run Dam. Information has just
recently been sent to my attention regarding the proposal of work to be done as well as
repairs that have already occurred. John Murdoek, WSACC Executive Director, has
reviewed the proposal of LAW engineering and has estimated that the overall cost of the
repair work, compaction testing, and engineering should be in the neighborhood of
$28,000.

While Cabarms County shared much of the initial cost of construction of the original
reservoir in helping out Mt. Pleasant and remains a co-owner, Cabarrus County is under
no obligation to pay any of these costs. Nonetheless, we should consider assisting Mt.
Pleasant. This is an important watershed for not only Mt. Pleasant but also the eastern
part of the County. These repairs must be completed regardless of who ends up paying
for the work. WSACC considers the request reasonable and an overall improvement to
the collective water supply for Cabarrus County.

Should you agree that Cabarms County be given the option of participating in this repair
work, it will need to be presented to the Board of Commissioners for their action.
Similarly, the Board will need to direct a budget amendment to be signed as Cabarrus
County has no budgetary line items for this intergovernmental assistance.

Attached for your review is the information that has been forwarded by Mt.Pleasant's
Town Clerk.

Planning, Zoning, and Building Inspection

Box 7,37 · Ccccord.
