September 19, 1995 BudeeC Amendments - Schools Mr. John Day, Budget Officer/Area Manager, reviewed the proposed funding for the Rocky Rlver Elementary School and the expansion of the J. N. Fries Middle School. The County will seek installment-purchase financing in January 1996 for the construction of the new elementary school. Capital reserve funds of $1.327 mlllton will be used for the J. N. Fries expansion project. Chairman Barnhart made a motion to adopt the budget amendment es presented to establish the Rocky River Elementary School Capital project budget. Motion was seconded by Commissioner Ntblock. Commissioner Fennel expressed concern that the school/park concept was not included in the final design of the Westside Elementary School. He asked that Chairman Barnhart's motion be amended to read as follows: Move for the adoption of the Rocky River Elementary School Capital Project budget as presented and in addition that the services of a parks and recreation consultant be retained and paid out of this capital project budget. The consultant will work with the County Parks and Recreation Director and the architect to plan and design recreational areas on the school site and determine the cost of the development. Tho cost of the consultant will be paid from the contingency included in the Rocky River School project. Mr. Newton explained that the condensed planning process for the Westside Elementary School had prevented the implementation of the school/park concept in the final design of the school. He supported the coordination of the school/park concept during the planning and design of the Rocky River Elementary School. Chairman Barnhart declined to accept Commissioner Fennel's proposed amendment; however, he stated his support of the school/park concept. After lengthy discussion, the Board agreed by consensus that the services of a parks and recreation consultant should be retained to work with the Parks and Recreation Director and the architect on the Rocky River Elementary School project. The cost for the consultant was estimated at $10,000.00 to be paid from the contingency included in the school project. UPON MOTION of Chairman Barnhart, seconded by Commissioner Niblock and unanimously carried, the Board adopted the following budget amendment.
