MEMORANDUM <br /> <br />TO: <br />FROM: <br />DATE: <br />SUBJECT: <br /> <br />ICABARRUS COUN I <br /> NOR[H CAR§IIN~ <br /> <br />Frank Clifton, County Manager// [,~J <br />Jim Cook, Social Services Dire~tor_/flv- <br />2-12-96 ~ II <br />Position Reallocation Request ~ <br /> <br /> I am writing to request, as provided by Article III, Section 3 of the County Personnel <br />Ordinance, that you approve the reallocation of ten positions at the Department to new <br />classifications. Attachment I lists these positions. I am also requesting that you submit to the <br />Department of Human Resources Regional Personnel Office for study and appropriate <br />classification, two automation support positions we have initially projected as a "computer <br />programmer" and a "system coordinator". Once these have been classified by the State, I would <br />request you ask the Board of Commissioners add the actual classes to the County pay plan and that <br />you approve reallocation of the involved positions. <br /> <br />I am providing information on this matter you requested at our meeting last Friday. <br /> <br /> The Department's request to reallocate twelve positions is a key component of a larger <br />plan to restructure its organization and business processes. This plan was made through an <br />intensive staff planning process with assistance of a consultant from the Institute of Government. <br />It has the support of the Social Services Board (Attachment II) and of our State supervising agency <br />(Attachment liB. I understand the County Personnel and Budget Directors both are satisfied with <br />it. I believe the plan to be highly consistent with goals and directives of the Board of County <br />Commissioners regarding cost containment and welfare reform. <br /> <br /> As illustrated by the attached materials, the Department's plan for restructuring has the <br />following objectives: <br /> 1) To carry forward the highly successful productivity/cost containment efforts we <br />have had under way since July, 1993. (Attachments IV and IV-a) <br /> 2) To meet pressing staff needs for workfare, child protection, and other programs <br />without adding staff. (Attachment V) <br /> 3) To protect the County from cost shifting from proposed federal block grants. <br />(Attachment VI and VI-a) <br /> 4) To further reduce County costs for required activities. (Attachments VII through <br />Vii-c) <br /> 5) To make the best use of existing staff to improve service delivery effectiveness and <br />customer service. (Attachments VIII through Viii-c) <br /> <br /> Additional costs associated with the Department's restructuring plan and position <br />reallocation request during the current year can be absorbed within existing County appropriations. <br />Costs and additional revenues estimated for FY1997 will be incorporated into the Department's <br />budget request. <br /> <br /> Deparlment of Social Services <br /> <br />P.O.
