ATTACHMENT V <br /> <br />STAFFING NEEDS <br /> <br /> The Department's Plan for restructuring is designed to meet the following needs <br />for staff using existing positions rather than requesting the County to create additional <br />positions at a much higher cost. <br /> <br />-- Child Protective Services: One Social Work Supervisor III and two Social Workers <br />III are required to meet minimum staffing requirements for services to abused and <br />neglected children as indicated by the State's just-completed review of our program. <br /> <br />-- World'are: Two additional positions (not included in the current reclassification <br />request) must be moved into the area of employment programs to meet minimum staffing <br />requirements for implementation of the Department's workfare demonstration project. <br /> <br />-- Adult Protective Services: A second Social Worker III is required in Adult <br />Protective Services to handle the caseload which is twice the standard for staff protecting <br />disabled adults from neglect, abuse, and exploitation. <br /> <br />-- Adult Care Case Mana~,ement: One additional Social Worker II is needed to <br />provide the new State-mandated Adult Care Case Management Services for rest home <br />residents for which we just received an allocation of $42,000 in State/federal funding. <br /> <br />-- CAP Program: One additional Social Worker II case manager is needed in the CAP <br />Program to permit this profit-making in-home se~ice to be provided to 25 of the persons <br />currently on the waiting list so that they can avoid nursing home placement. <br /> <br />-- Automation Support: A minimum of two additional positions, one Programmer and <br />one (network support) System Coordinator, are required to permit the Department to <br />provide minimal support to its new PC network and to further develop applications which <br />will increase productivity. The requested reallocations will provide a support to user ratio <br />of only 1/40 while the generally accepted standard is 1/20, <br /> <br />-- Preventive Services: A Social Work Supervisor II position is needed to permit the <br />organization of a Crisis and Immediate Services Unit in the new Family and Children's <br />Services Division. This Unit will provide preventive services to families to avoid welfare <br />dependency and child neglect. <br /> <br />-- Child Support Services: Additional staff resources (not included in the position <br />reallocation request) need to be allocated to Child Support Services to permit agents to <br />focus activities more effectively on finding and securing support from absent parents. This <br />will enable the Department to address a backlog of cases and avoid or lower welfare <br />payments for children for whom parental support is secured. <br /> <br /> <br />
