PROPOSED CHANGE <br /> <br />Cabarrus County Personnel Ordinance <br /> <br />Article VI, Section 29. Adverse Weather Conditions <br /> <br />From <br /> <br />Adverse weather affects everyone's personal situation differently, so each employee must evaluate <br />the severity of the circumstances and use his best judgment. Annual leave will be taken in order <br />to leave work early, to delay arrival at work, or in the case where an employee does not report to <br />the job because of inclement weather. If hazardous conditions persist, the County Manager may, <br />at his discretion, close County offices. When County offices are closed, employees who are not <br />required to work shall charge the time out of work to miscellaneous leave with pay. It is <br />recognized that departments providing essential emergency services in health and safety will need <br />to maintain adequate services to the public at all times. Essential emergency services in public <br />health and safety who are required to work when County offices have been closed shall receive, in <br />addition to their regular pay, compensatory time off at an hour for hour exchange for all hours <br />worked during the period in which County offices are closed except law enforcement and <br />emergency medical services personnel. Law enforcement and emergency medical services <br />personnel shall receive, in addition to their regular pay, straight time pay for all hours worked <br />during the period in which County offices were closed. Such circumstances should be discussed <br />with the County Manager to reach an operational decision. <br /> <br />To <br /> <br />The public's need for the availability of governmental services dictates that county offices <br />should attempt to remain open during all normally scheduled hours. While severe weather <br />may impact upon the ability to fully staff each function, every function should attempt to <br />provide at least a base level of response. <br /> <br />To avoid inconvenience to the public, County employees should attempt to report for their <br />normal job functions at scheduled times. It is realized that severe weather conditions may <br />restrict some employees from reporting on time or at all. But some functions of county <br />government, such as the emergency services, require full staffing at all times and <br />contingency plans should be made accordingly. <br /> <br />Adverse weather affects everyone's personal situation differently, so each employee must <br />evaluate the severity of the circumstances and use his/her best judgment. County <br />employees are not expected to put themselves or their property unnecessarily at risk. <br />Available compensatory time and/or appropriate leave will be taken in order to leave work <br />early, to delay arrival at work, or in the case where an employee does not report to the job <br />because of inclement weather. <br /> <br /> <br />
