Day, Area Manager~ <br /> <br />DATE: February 28, 1996 <br /> <br />Courthouse Security System Bids <br /> <br />The FY 96 budget includes an appropriation of $150,000 for building modifications and <br />equipment plus funding for one sergeant and three deputies to provide security in the courthouse. <br /> <br />Construction and equipment bids have been received and are attached as items 1, 2 and 3. <br />Unfortunately, they are $46,628 over budget. The primary reason for this is the manner in which <br />we have traditionally prepared estimates, that is, in-house. After projects have been approved, <br />then the experts, architects and engineers, are hired to draw plans and specifications. Often the <br />experts identify more desirable and / or essential design elements overlooked or unknown to staff. <br />In this particular project, these elements (see attachment 4) account for $41,346 of the $46,628 <br />budget short fall. <br /> <br />To prevent such underestimates from recurring, staff will request Board of Commissioners' <br />approval of funding for design, specifications and estimates performed by architects and <br />engineers. <br /> <br />A budget amendment is included should you decide to complete this project. <br /> <br />Ken Griffin, the project architect, Sheriff Robert Canaday and General Services Director John <br />Page will attend your March 7 meeting and be available for questions. <br /> <br />-- JDDfoc <br /> <br /> Office of the County Manager <br /> <br />3on,;or3, NC 2;=.02G0707 .
