DMG

DAVID M. GRIFFITN & ASSOCIATES, LTD.
Professional Services for the Public Sector

II00 Logger Court, Suite D-100
Raleigh, North Carolina 27609
919.876.8042 Fax: 919.878.8592

February28, 1996

Mr. Blair Bennett
Cabarrus County Finance Director
Governmental Center
65 Church Street, SE
Concord, North Carolina 28026-0707

David M. Griffith & Associates, Ltd. (DMG) is pleased to once again submit to Cabarrus
County, a contract to prepare and negotiate the indirect cost allocation plan. The contract is
being submitted at this time to assist with your budget preparation. As you can readily see, there
is no fee increase projected in this contract.

In attempt to assist our clients, we are pleased to offer a three year contract for the
preparation of the cost plan. The current fee will remain constant through the preparation of the
FYE 6-30-98 cost plan. By offering a multi-year contract, local governments will have a better
opportunity of projecting future financial requirements and DMG will have the opportunity to provide
qualified staff to assure timely completion of the engagement. Please note that we have
incorporated into the contract paragraph 12, a contingency clause whereby, "...if the Board of
County Commissioners fails to appropriate funds to continue this Agreement, such Agreement may be
terminated." If the multi-year contract presents a problem, please strike out the references to the
other two years on pages one and two or contact me and I will submit a single year contract.

The cost plan is now being used by the Health Departments in the calculation of their
reimbursable Medicaid rates. Additionally, DMG is looking into the possibility of including Mental
Health indirect costs in the calculation of their Medicaid rates. We will keep you informed as to
the progress.

On behaifof our 82 county clients, we are proud to announce that in FY 95, DMG, through its
. cost plan program, was responsible for returning in excess of $21 million in reimbursement of
administrative costs to local governments. We sincerely appreciate your support and the confidence
shown in our firm over the past years. I look forward to hearing from you and/or seeing you in the
near future. Please give me a call if you have any questions.

Very truly yours,

Vice Pr~ent
