33 <br /> <br />DRAFT <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Thursday, March 7, 1996, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. garnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Barnhart called the meeting to order at 6:30 P.M. Commissioner <br />Fennel was absent for the beginning of the meeting. <br /> <br /> The Flag Ceremony was conducted by Cub Scout Pack ~48 of the Mount Hermon <br />Lutheran Church. Scouts Taylor Colson and John Dysart participated in the <br />ceremony. <br /> <br /> The invocation was given by Dr. Paul Cooper of the Cross of Christ Lutheran <br />Church. <br /> <br />Recomnttton of Gerald A. Newton <br /> <br /> The Board recognized Mr. Gerald A. Newton, Planning and Development Area <br />Manager, who will be leaving Cabarrus County government on March 8, 1996. <br />Chairman Barnhart presented a plaque to Mr. Newton in appreciation for his <br />dedicated service to Cabarrus County since April 9, 1990. <br /> <br />Press Release - Department of Social Services <br /> <br /> Chairman Barnhart read a press release announcing that Cabarrus County has <br />received informal notification that the federal government has approved the <br />county's planned workfare demonstration project for welfare recipients. Elected <br />officials at all levels worked during the past seven months to encourage federal <br />agencies to grant the necessary waivers from existing welfare regulations in <br />order to implement the Work Over Welfare (WOW) Program developed by the County <br />Social Services staff. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Mills with <br />Chairman Barnhart and Commissioners Mills, Casper and Nlblock voting for, the <br />minutes of February 19, 1996 were approved as written. <br /> <br />ADDroval of Azenda <br /> <br />The following changes were requested for the agenda: <br /> <br />(1) Commissioner Mills - Request by Ms. Betsy Carpenter to address <br /> the Board; and <br />(2) Commissioner Niblock - To remove Agenda Item 6, Discussion of <br /> Cabarrus County's Micrographics Program, and refer the matter <br /> to the County Manager for further study and recommendations; <br /> and <br />(3) Chairman Barnhart - To hold a closed session to discuss <br /> matters relating to the location or expansion of industries or <br /> other businesses in Cabarrus County as authorized by North <br /> Carolina General Statutes 143-318.11(a)(4) and tO discuss <br /> possible land acquisition as authorized by North Carolina <br /> General Statutes 143-318.11(a)(5). <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Casper with <br />Commissioners Mills, Casper and N£block and Chairman Barnhart voting for, the <br />Board approved the agenda with the changes lis~ed above. <br /> <br /> <br />
