ICASARRUSCOUN I
NOR[H CAROLINA

MEMORANDUM

TO:
FROM:
DATE::
SUBJECT:

Frank W. Clifton, Jr., County Manager
Don Moorhead, Personnel Officer ~n,A
March 7, 1996
Proposed Changes to the Pay Plan

Proposed changes to Article III of the Cabarms County Personnel Ordinance are attached in
response to your questions about certain inequities in the County's Pay Plan. These would
provide uniform pay rate changes when there are promotions, position reclassifications, or pay
plan revisions.

Currently promoted employees receive a 5% increase or move to the entry level of the new salary
grade, whichever rate of pay is greater. Most often this amounts to a 5% increase. But if
employees are involved in a position reclassification or pay plan adjustment, there may be a 5 to
15% increase or more. The exact amount of change depends on if an employee's salary is above
job rate or not, and the number of grades that are between the old and new salary grades.

The proposed changes would reduce the overall expenses of reclassifications and pay plan
adjustments as well as resolving the "fairness" issues you identified.

If you have any questions or comments, please let me know.
Attachment

DJM/rck

Office of the County Manager

P 0 90:< ?:Z~ · Concord, NC 28026 C707 · (704) 788-8100 · Char!otte 375 0829
