DRAFT <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center In Concord, North Carolina on Tuesday, March 19, 1996, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arno L. Fennel <br /> Commissioners: Sue E. Casper <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher <br />L. Rartsell, Jr., County Attorney; and Mrs. Frankte F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> The Presentation of Colors ceremony was conducted by Boy Scout Troop 34 of <br />the Mt. Olivet United Methodist Church. Scouts present were Jon Lewis, Todd <br />Drys, Chad Williams, Daniel Mullis, Benjamin Mullis, Ben Edwards and Daniel <br />Helms. <br /> <br />The invocation was given by Commissioner Niblock, <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the minutes of March 7, 1996 were approved as written. <br /> <br />Approval of Agenda <br /> <br /> Chairman Barnhart listed the following items to be added to the agenda: (1) <br />Discussion of fax lines to the homes of Board members; (2) Presentation by Lake <br />Concord Venture, LLC; and (3) Adoption of the Animal Control Ordinance. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the agenda was approved with the additions listed above. <br /> <br />NEW BUSINESS ~ONSENT <br /> <br />Renewal of Contract with David M. Griffith & Associates~ Ltd. for Preparation of <br />the Indirect Cost Allocation Plan for Three Years at an Annual Cost of $101000 <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Casper and <br />unanimously carried, the Board approved the renewal of the contract with David <br />M. Griffith & Associates, Ltd. for the preparation of the Indirect Cost <br />Allocation Plan for Fiscal Years 1996, 1997 and 1998 at an annual cost nf <br />$10,000.00. <br /> <br />Resolution Honorfn~ the City of Concord on its Bicentennial Celebration <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Casper and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br />RESOLUTION HONORING THE <br />CITY OF CONCORD ON ITS <br />BICENTENNIAL CELEBRATION <br /> <br /> WHEREAS, Cabarrus County was formed in the year 1792 by the <br />General Assembly of the State of North Carolina and named in honor <br />of Stephen Cabarrus; and <br /> WHEREAS, Concord was established in 1796 as the seat of <br />government for Cabarrus County and, through the efforts of many <br />dedicated individuals, has grown and prospered not only as the <br />center of local government, but of business, industry and health <br />care facilities serving citizens throughout Cabarrus County; and <br /> WHEREAS, the year 1996 marks the two hundredth anniversary of <br />the founding of Concord and a Bicentennial Celebration is planned <br />with special programs, projects and other commemorative activities <br />beginning April 1 and continuing the entire month; and <br /> WHEREAS, this month long celebration will provide an excellent <br />opportunity for tho citizens of Concord and all of Cabarrus County <br />to come together to learn about and recall the achievements of the <br /> <br /> <br />
