PROPOSED <br /> <br />SOLICITATION POLICY <br />Cabarms County, North Carolina <br /> <br />April 16, 1996 <br /> <br />STATEMENT OF POLICY <br /> <br />Soliciting to sell, actual sales or requests for donations, is prohibited on Cabarrus County property <br />unless otherwise approved by the Cabarrus County Board of Commissioners. <br /> <br />EXEMPTIONS <br /> <br />The County does recognize the importance of voluntary support of charitable non-profit <br />organizations within the community and will consider approving their fund-raising activities as <br />exemptions to this general policy. These may include: <br /> <br />County sponsored - such as the annual United Fund Drive and Red Cross blood drive where <br />a limited amount of employee time is permitted for fund-raising/donations. <br /> <br />Individual employee supported - such as school band candy and Girl Scout cookie sales. In <br />these cases, employees cannot solicit, distribute, be solicited or receive goods during normal <br />working hours. Such approved activities may be conducted in non-public areas after normal <br />working hours or during authorized meal and break periods. <br /> <br />Employee flower/girl funds of County departments may also be exempted from this policy. <br /> <br />The County Manager may approve such exemptions under the above guidelines. A list of <br />currently exempted organizations, activities and funds will be maintained within the County <br />Manager's office. <br /> <br />CLARIFICATIONS TO THE POLICY <br /> <br />Receipt of requested services, such as the delivery of prepared food, will not be considered <br />to be solicitation if received on non-work time and out of the public's eye. <br /> <br />· Sale flyers, restaurant menus and other like sales materials may be distributed with the <br /> approval of the County Manager. <br /> <br />· There will be no posting of commercial advertisements on County property. <br /> <br /> <br />
