DisCs., Inc. She explained that <br />the lowest bidder, Carolina Petroleum Distributors, did not meet the bid <br />specifications as listed in a memorandum dated March 27 from Ms. Bernhardt to the <br />Board. <br /> <br /> UPON MOTION of Vice-Chairman Fennel, seconded by Commissioner Niblock and <br />unanimously carried, the Board awarded the fuel service bid to the lowest <br />responsible bidder, Propst Bros. Discs., Inc., in that the lowest absolute bed <br />by Carolina Petroleum Distributors did not meet the bid specifications as <br />follows: <br /> <br />Bid sheet noted freight was not included. General <br />specifications required supplier markup to include FOB <br />delivered to the locations shown on'Attachment A' of the bid <br />package. <br />Bid sheet also noted "conditional" terms of sale that do not <br />agree with the County's Purchase Terms and Conditions. <br />Bid Sheet markup values and 'non-collusion affidavit" markup <br />value does not agree overall. Equal markup values should have <br />been used. <br /> <br />Appointments - Board of Equalization and Review <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Casper and <br />unanimously carried, the Board extended the term of appointment for the five <br />members of the Board of Equalization and Review from March 31, 1996 to June 30, <br />1996, at which time the appointments will be reconsidered. This extension will <br />place the Board of Equalization and Review on the same appointment schedule as <br />other boards. The five members are A. E. Partridge, Jr., Mr. Charles K. Furr, Mr. <br />Tyrone Harward, Mr. Charlle Sehorn and Mr. Richard Roberts. <br /> <br />INFOP~AL PUBLIC COMMENTS <br /> <br /> Vice-Chairman Fennel opened the meeting for informal public comments at <br />6:45 P.M. There was no one present who wished co address the Board, and Vice- <br />Chairman Fennel closed that portion of the meeting. <br /> <br /> <br />
