Clifton, Jr., Cabarrus County Manager <br /> <br />Don Moorhead, Cabarrus County Personnel Officer <br /> <br />April 10, 1996 <br /> <br />Recommendation of FY 96-97 Insurance Carder for Members of the Cabarms <br />Healthcare Coalition <br /> <br />In January, 1996, a Request for Proposal was sent to thirty-six health care providers on behalf of <br />the Cabarms Health Care Coalition. Ordy seven of these carders responded with complete <br />proposals for consideration. After preliminary comparisons, it was unanimously decided to <br />narrow the field down to three finalists - Cigna, Healthsource and Prudential. As a result of an <br />extensive review of the finalists, it is recommended that coalition members contract with The <br />Prudential Health Care System to provide health insurance for employees and their dependents. <br /> <br />The 1996-97 fiscal year (7/1/96 through 6/30/97) proposal is conditioned upon participation by <br />the City of Concord, City of Kannapolis and Cabarrus County. At this time it is expected that all <br />three will participate. Other Cabarms County local governmental entities will be offered the same <br />coverage and premium rates if permitted by the North Carolina Department &Insurance. <br /> <br />The review process for the three finalists involved evaluations of: <br /> <br />- the formal written proposals. <br />- spread sheet comparisons by broker, Mark Browder. <br />- 2-1/2 to 3-1/2 hour presentations by teams of five to seven representatives from the <br /> insurance carriers. <br />- follow-up answers to questions by coalition members. <br /> <br />The Prudential Health Care System is specifically recommended for the following reasons: <br /> <br /> - sound financial ratings (A.M. Best A, S&P A-, and Moody's Aa3). <br /> - a provider network that includes University Hospital and United Family Services (the <br /> Employee Assistance Program for coalition members). <br /> - coverage as good or better in most categories, when compared to other finalists. <br /> - service reputation. <br /> - lower premium costs than other finalists. <br /> - a second year renewal guarantee of no more than 6%. <br />Overall, contracting with The Prudential Health Care System should provide significant savings <br />for the coalition as a group while maintaining or improving benefit and service levels. <br /> <br />I welcome your questions and comments on this matter. <br /> <br />DJM/rck <br /> <br /> <br />
