04x24x96 I?:J0 ~ ?04 ~47 4710 Centpalina COG P.02 <br /> <br />CABLE TELEVISION RATE REVIEW FINDINGS SUMMARY <br /> Centralina Council of Governments <br /> <br />FRANChiSE: Cabarr 's County <br /> <br />SUMMARY DATE: April 24, 199~ <br /> <br />CABLE OPERATOR: Time Warner Cable - Metrolinn <br /> <br />INFORMATION REVIEWED: Social Contract between Time Warner and the FCC <br /> <br />COMMENTS AND EXPLANATIONS: <br /> <br />The Social Contract between Time Warner and the Federal Communicalions Commission (FCC), <br />which as approved on 11-30-95, details a five (5) year plan to provide rate stability for customers, <br />increase the quality of service to subscribers, and provide upgrade incentives for Time Warner. The <br />Social Contract resolved over 900 rate complaint cases and provided refunds of approximately <br />$41,358, plus interest, to the Metrolina system which includes China Grove, City of Concord, Town <br />of Harrisburg, City of Kannapolis, Town of Landis, Rowan County, Town of Mount Pleamnt, and <br />Cabarrus County. These r~funds were issued in January, 1996, as a one-time credit of $1.34 to each <br />customer who subscribed to both tiers. <br /> <br />* O~her provisions in the Social Contract which affect Cabarrus County include the following: <br /> <br />Annual price "caps" allowing only increases for inflation and external costs on the Basic <br />Service Tier, and an additional $1.00 increase, per year, on the Cable Programming Service <br />Tier; <br /> <br />Upgrading of all the Time Warner cable systems to 5501750 MHz fiber-rizh architecture al a <br />cos~ of $4 billion; <br /> <br />One flee connection and complimentary service (Basic Service Tier plus Cable Programming <br />Service Tier) to 100% of the public schools passed by the cable system (you will need to <br />officially request this connection, in order for it to be connected); <br /> <br />A free connection and necessary equipment to the new Time Warner Cablefl'ime Inc. on-I/ne <br />computer service to public schools ill systems that carry the service once it is test-marketed <br />(again, you will need to request such connection); <br /> <br />Educational materials, including instructional notebooks and videos for teachers explaining <br />how to use the new technologies of Time Warner Cable's broadband cable system for <br />educational applications. <br /> <br />SUMMARY APPROVED BY: <br /> <br />DATE: April 24, 1996 <br /> <br />$~ndra Albrecht, Cable Telecommunications Administrator <br /> <br /> <br />
