MEMORANDUM

I CABAR~US COUNt[

TO:

FROM:

DATE:

SUBJECT:

Board of Commissioners

Jonathan B. Marshall/Planning, Zoning, Building Inspection

April 29, 1996

Rail Corridor Study Resolution

The attached letter is a request from Kenneth Geathers, KANLACON
Transportation Advisory Committee Chairman, for the Board to consider a
resolution relating to a proposed rail corridor study. His letter provides background
on the study.

The sample resolution is geared towards a municipality, primarily because most of
the Cabarrus crossings are within the city limits of Harrisburg, Concord and
Kannapolis. There are, however, two crossings in the unincorporated area
(Shamrock Road and Pharr Mill Road) and the wording of the resolution suggests
that by signing the Board agrees to abide by the study recommendations on these
crossings. In addition, signing this resolution supports municipalities which, of
course, are also in the County.

There is currently no funding for this study although the resolution notes that the
study will be conducted at NCDOT expense. It does not commit the County to any
funding. The attached resolution signed by Garland B. Garrett, Jr., Secretary of
Transportation, indicates that this study is very important so it should be assumed
that the project will be funded.

Councilman Geathers also requests that a representative be appointed to serve on
the rail corridor committee. Dr. Niblock currently represents the County on the
Transportation Advisory Committee, and Sarah LaBelle is the MPO Coordinator.
They will both be involved in and aware of the study. I would recommend, if you
view this resolution favorably, that Mike Byrd be appointed to represent the County
on the task force.

If you have specific questions concerning the proposed study, please contact Sarah
LaBelle at 788-8141.

Planning, Zoning, and Building Inspection

>' 51 :~0¢ , , · 2-: ;;r:' NC 23~2': 0707 · P!ar]ning (704) 788-8141 * Zoning: (704) 788-8!37 * Building !nspectlon: (704) 788-8128
