Marshall/Senior Planner4'e'/e'x <br /> <br />April 18, 1996 <br /> <br />Home Investment Partnerships Program <br /> <br />Bob Stark and I met with Steve Osborne on April 10th to further discuss the <br />possibility of forming a consortium to participate in the HOME program. Based on <br />those discussions and our meeting with Leonard Sossoman and Jeff Young, there <br />appears to be only an upside to our participation. The County by joining the <br />consortium would not have to participate in seeking HOME funds, but if the Board <br />of Commissioners did choose to participate there is a great deal of flexibility in <br />determining the 25% local contribution. <br /> <br />One of the questions I had was whether or not we should approach Mt. Pleasant <br />and Harrisburg about joining the consortium. The information from HUD on the <br />HOME program indicates that only the urban county need sign the consortium <br />agreement and that other units of local government could then participate by signing <br />a cooperation agreement. This of course does not preclude them from resolving to <br />join the consortium at the beginning. Mike Downs and I will contact Mayors <br />Barringer and Parmer about the program. <br /> <br />There is a requirement, if we join the consortium, that a Consolidated Plan be <br />submitted. This would be done in combination with the City of Concord and it does <br />not appear that it would require a great deal of staff time to complete. Particularly <br />since many of the elements are on hand or are prepared as part of other projects. <br /> <br />If you agree that we should participate by joining this consortium, I would suggest <br />that the resolution be placed on the May 21, 1996 Board of Commissioners agenda. <br />I have attached an agenda cover sheet and a sample Joint Cooperation Agreement <br />for this purpose.
