104 <br /> <br />DRAFT <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br />session in the Multi-Purpose Room at the Cabarrus County Governmental Center in <br />Concord, North Carolina on Tuesday, June 11, 1996, at 5:00 P.M. The Board met <br />with the Concord Board of Aldermen for the purpose of a closed session as <br />authorized by North Carolina General Statutes 143-318.11(a)(4) to discuss matters <br />relating to the location or expansion of industries or other businesses in <br />Cabarrus County. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Kenneth Mills <br /> Franklin C. Nlblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager, and Mrs. <br />Frankfe F. Bonds, Clerk to the Board. <br /> <br /> Mayor Ceorge Liles and the followLng members of the Concord Board oE <br />Aldermen were present for the Joint meeting: Robert L. Mathis, Jr.; Alfred N. <br />Brown; W. Lamar Barrier; James E. Ramseur; J. Scott Padgett; and David W. <br />Phillips. Also present were Mr. Leonard Sossamon, City Manager; Mr. Cordon Belo, <br />City Attorney; Mr. Tim Lowder, City Engineer; Ms. Joyce Allman, City Finance <br />Director; and Ms. Vlckie Weant, City Clerk. <br /> <br /> Chairman Barnhart called the meeting to order at 5:00 P.M. Commissioner <br />Fennel was absent for the beginninB of the meeting but arrived during the closed <br />session. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Niblock with <br />Chairman Barnhart and Commissioners Nihlock, Casper and Mills voting for, the <br />Board moved to go into closed session with the Concord Board of Aldermen as <br />authorized by North Carolina General Statutes 143-318.11(a)(4) to discuss matters <br />relating to the location or expansion of industries or other businesses in <br />Cabarrus County. <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Fennel and <br />unanimously carried, the Board moved to come out of the closed session. <br /> <br />No action was reported from the closed session. <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />adjourned the meeting at 6:05 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
