I C SARRUS COUNTYI NOHTH CAROLINA To: Board of Commissioners From: Blair Bennett Date: July 16, 1996 Subject: Clearing Coddle Creek Reservoir Now that the pipeline has been successfully completed, the only issues needing resolution are the clearing of secondary growth and vegetation in and around the reservoir and the repair of some cracking on the dam and spillway. Before the final impoundment of the reservoir can proceed to the 650' level we need approval from Mr. Terry Gross of the Division of Public Water Supply. It is his position and that of State officials that the reservoir may not be filled until the regrowth of vegetation has been removed from the basin to the level of the normal operating point (646'). We have made every effort to some way limit the scope of this operation and researched many avenues to accompllsh this project. The county contracted with HDR to prepare a clearing plan, outlin~' the scope of the project, prepare contract documents and specifications, and receive bids. We have received 3 bids for this project, with the lowest bidder being the only one also able to provide a performance bond. We checked with purchasing officials at the Institute of Government and the County is not required to receive formal bids since there is not actual construction on building performed. We did, however, contact every available contractor that had experience and equipment to perform a project of this magnitude. It is my recommendation that the Board of County Commissioners award this project to Wes-Ben Company, Inc. together with the oversight contract of HI)R. The contracts allow for completion in 110 days during a period which is generally the driest. It is important that we move quickly to expedite this contract before the fall rains so that the necessary permits can be obtained to fill the lake to 650'. Finance Department P.O.
