Box 707 <br />Concord, NC 28026 <br /> <br />Re: Secondary Clearing - Coddle Creek Reservoir <br /> HDR Project No. 00187-045-018 <br /> <br />Dear Blair: <br /> <br />This is to provide a review of our efforts to facilitate clearing of the secondary growth of <br />vegetation at Coddle Creek Reservoir. As you are well aware, the final impoundment of the <br />reservoir can only proceed with approval from Mr. Terry Gross of the Division of Public Water <br />Supply (PWS). Further, as you also well know, it is Mr. Gross's position that the reservoir may <br />not be filled until the regrowth of vegetation subsequent to the initial clearing (secondary growth) <br />has been removed from the basin to the level of the normal operating pool (646' msl). To assist <br />in accomplishing the clearing of this secondary growth, HDR had contracted with the County to <br />prepare a cleating plan and to provide the communication/coordination services necessary for <br />approval and implementation of the clearing plan. HDR has performed most of the work <br />outlined in our scope, plus other services beyond the scope that have been necessary and valuable <br />for the implementation of the secondary clearing. Following is a summary of HDR's work on <br />this project thus far, plus an outlook of what lies ahead. <br /> <br />Task 100 - Preparation and Submittal of Clearing Plan <br /> <br />HDR has extensively reviewed the reservoir with respect to the nature and extent of clearing <br />necessary. Orthophotos and drawings of the site have been marked to represent the areas to be <br />cleared, and types and amounts of clearing have been described and estimated. The mitigation <br />areas, which need to be preserved and avoided, have also been clearly delineated in the maps and <br />drawings for the contractors. Selected mobilization and access routes have been site reviewed <br />with prospective contractors. Various alternative approaches to the clearing, or modifications <br />thereof, have been evaluated, including: use of prescribed burning (HDR met at the reservoir <br />with Robert Ward of the Division of Forest Resources); the potential mobilization of County <br />personnel and equipment, including potential purchase and use of an aquatic harvester (HDR <br />contacted harvester manufacturers and obtained pricing options); performing a water chemistry <br />study to possibly justify minimization of clearing requirements (HDR water chemistry experts <br /> <br />HDR Engineering, Inc. <br />of North Carolina <br /> <br />Suite 1400 Telephone <br />128 S.
