DRAFT <br /> <br />125 <br /> <br /> The Board of Co~mfssioners for the County of Cabarrus met in special <br />sesslon in the Multi-Purpose Room at the Cabarrus County Governmental Center in <br />Concord, North Carolina on Tuesday, July 9, 1996, at 6:00 P.M. The Board met <br />with the Kannapolis City Council for the purpose of a closed session to consider <br />matters relating to the location or expansion of industry or other businesses in <br />Cabarrus County as authorized by NCGS 143-31B.11(a)(4) and to consider and <br />establish a ne&otiating position in the acquisition of real property as <br />authorized by NCGS 143-318.11(a)(5). <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher <br />L. Martsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Mayor Richard Anderson and the following members of the Kannapolis City <br />Council were present for the meeting: Harold D. Holbrook, R. Derwood Bost, <br />Kenneth B. Geathers, Phtllip M. Meacham, Robert S. Misenheimer and Jack M. <br />Goodnight. Also present were Mr. Gene McCombs, City Manager; Mr. Walter M. <br />Safrit II, City Attorney; and Ms. Bridgette Bell, City Clerk. <br /> <br /> UPON MOTION of Chairman Rarnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board moved to go into closed session with the <br />Kannapolis City Council to consider matters relating to the location or expansion <br />of industry or other businesses in Cabarrus County as authorized by NCCS 143- <br />318.11(a)(4) and to consider and establish a negotiating position in the <br />acquisition of real property as authorized by NCGS 143-318.11(a)(5). <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and <br />unanimously carried, the Board invited the following persons to Join the Board <br />in the closed session: Members of the Kannapolis City Council, City Attorney and <br />City staff as named above; Mr. Scott Connell, Director of Kannapolis Economic <br />Development; Mr. Ken Argo, Chairman of the }(annapolis Economic Development Board <br />of Directors; Dr. Ed Tyson, Kannapolis Schools Superintendent; Mr. Lee Efird, <br />Chairman of the Kannapolis Board of Education; Ms. Danita Rickard, Member of the <br />Kannapolis Board of Education; Mr. Steve Little, County Recreation Director; Mr. <br />Jonathan Marshall, Senior Planner; Mr. John Murdock, Executive Director of the <br />Water and Sewer Authority of Cabarrus County; and Ms. Cheryl Bayko and other <br />representatives of Lake Concord Venture, LLC. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Mills and <br />unanimously carried, the Board moved to come out of closed session. <br /> <br />No action was reported from the closed session. <br /> <br /> There being no further business to come before the Board, Chairman Bar,hart <br />recessed the meeting at 9:15 P.M. un~il 4:30 P.M. on Wednesday, July 10, 1996, <br />in the Multi-Purpose Room at the Governmental Center. <br /> <br />Clerk to the Board <br /> <br /> <br />
