TO: <br /> <br />FROM: <br /> <br />Cabarrus County WORKFORCE Development <br /> <br />Cabarrus County Commission <br />Jim Lunsford ~ <br />Shirley Luck/a~o,o ~ <br />Pat Woods ~'~ <br /> <br />SUBJECT: Appointment OfA Workforce Development Partnership <br /> <br />DATE: June 7, 1996 <br /> <br />We are requesting that the Commission appoint the individuals on the attached list to a <br />Cabarrus County Workforce Development Partnership. This partnership will be <br />established to accomplish the mission, goals, and strategies described on the attached <br />material. Essentially the partnership will help Cabarrus County create a high- <br />performing, comprehensive, and accessible workforce development system that will <br />enable our citizens to enjoy a high quality of life because they have good jobs. <br /> <br />For the past several years, the Cabarms County Schools and the Kannapolis City <br />Schools have had vocational/technical advisory councils to provide community input <br />into the operation of such programs in our public schools. Rowan-Cabarrus <br />Community College has cooperated with these councils to ensure that a sequential, <br />articulated program was offered at the next level. For the past year these councils have <br />been merged into a single entity serving all three agencies. <br /> <br />With the advent of recent state and federal workforce development legislation, the <br />need has arisen to expand this education focused council into a "partnership" with a <br />much wider focus. The partnership should be inclusive of business, education, and <br />governmental leaders and one that focuses ~n the entire workforce preparedness <br />system. A comprehensive system would include a focus on school-to-work programs, <br />welfare reform, social services, adult literacy, high-performance work organizations <br />and other programs designed to enhance a community's existing and emerging <br />work forces. <br /> <br />Federal and state fiscal resources spent in these areas are diminishing and localities <br />will have to have a system in place that more effectively and efficiently serves these <br />workforces. We feel that this partnership can and will be a catalyst that leads Cabarrus <br />County in the challenge of maintaining and enhancing its excellent workforce now and <br />into the future. Such a partnership can also assist the Commission in spending our <br />precious resources in this area more wisely. It can also help attract additional <br /> <br /> <br />
