TO:

FROM:

Cabarrus County WORKFORCE Development

Cabarrus County Commission
Jim Lunsford ~
Shirley Luck/a~o,o ~
Pat Woods ~'~

SUBJECT: Appointment OfA Workforce Development Partnership

DATE: June 7, 1996

We are requesting that the Commission appoint the individuals on the attached list to a
Cabarrus County Workforce Development Partnership. This partnership will be
established to accomplish the mission, goals, and strategies described on the attached
material. Essentially the partnership will help Cabarrus County create a high-
performing, comprehensive, and accessible workforce development system that will
enable our citizens to enjoy a high quality of life because they have good jobs.

For the past several years, the Cabarms County Schools and the Kannapolis City
Schools have had vocational/technical advisory councils to provide community input
into the operation of such programs in our public schools. Rowan-Cabarrus
Community College has cooperated with these councils to ensure that a sequential,
articulated program was offered at the next level. For the past year these councils have
been merged into a single entity serving all three agencies.

With the advent of recent state and federal workforce development legislation, the
need has arisen to expand this education focused council into a "partnership" with a
much wider focus. The partnership should be inclusive of business, education, and
governmental leaders and one that focuses ~n the entire workforce preparedness
system. A comprehensive system would include a focus on school-to-work programs,
welfare reform, social services, adult literacy, high-performance work organizations
and other programs designed to enhance a community's existing and emerging
work forces.

Federal and state fiscal resources spent in these areas are diminishing and localities
will have to have a system in place that more effectively and efficiently serves these
workforces. We feel that this partnership can and will be a catalyst that leads Cabarrus
County in the challenge of maintaining and enhancing its excellent workforce now and
into the future. Such a partnership can also assist the Commission in spending our
precious resources in this area more wisely. It can also help attract additional
