139 <br /> <br />Sale of County Property Located at 232 Davidson Highway <br /> <br /> Mr. Clifton reviewed the proposal to sell the County property located at <br />232 Davidson Highway to the Water and Sewer Authority at a net price of <br />$582,000.00. He suggested that the funds be allocated toward the construction <br />of a new General Services building and Animal Control facility to be built on the <br />Nighway 49 property obtained from the City of Concord. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board by resolution approved the sale of the County <br />property on Highway 73 to the Water and Sewer Authority of Cabarrus County at a <br />net price of $582,000.00. The conditions of the sale were as follows: <br /> <br /> 1. Proposed purchase price is $650,000. <br /> 2. Credit of eight (8) years rent equating to $68,000 is to be applied <br /> t9 the purchase price for a net sales price of $582,000. <br /> 3. County to replace the last two (2) HVAC units needing repair. <br /> (Units have already been purchased.) <br /> WSACC will honor any existing rental agreements existing between <br /> the County and the N.C. Forestry Service and the City of Concord <br /> Utility Department. <br /> 5. Should the County's General Services Division continue to occupy <br /> space in the existing structure(s) on Nighway 73 after July l, <br /> 1997, the County will agree to pay rent for such space to the WSACC <br /> at the rate of: <br /> $6.50/SF for office space <br /> $3.00/SF for warehouse space <br /> 6. The County's General Services Division will provide basic <br /> Janitorial and maintenance services to the facilities on Nlghway 73 <br /> through the County's occupancy or until June 30, 1997 (whichever <br /> occurs first). After that date, should the County still occupy any <br /> space at the facility, the County will pay its pro rata share of <br /> facility janitorial and maintenance costs. <br /> NOTE: WSACG will be responsible for materials and equipment <br /> associated with facility maintenance and upkeep. If any mechanical <br /> failures occur after the effective date of title transfer, WSACC <br /> will assume those costs subject to allowances noted herein. <br /> 7. The County will pay utility charges for the structure(s) through <br /> its occupancy or until June 30, 1997 (whichever occurs first). <br /> After July 1, 1997, should the County continue to occupy any <br /> portion of the facilities, the County will pay its proportionate <br /> share of utility expense on a pro rata basis. <br /> 8. The effective date of the sale shall be July l, 1996, or as soon <br /> thereafter that legal title shall pass. <br /> 9. Full payment shall be made at the time of the legal exchange of <br /> title subject to a retainage of $25,000 to be associated with the <br /> replacement of HVAC units previously noted and other maintenance <br /> items such as the repair or replacement of damaged ceiling tiles <br /> and any associated roof leaks. <br /> <br />10. Payment Terms: <br />Purchase Price $650,000 <br /> (68,000) Rent Credit * <br /> $582,000 <br />Less Retainage 25~000 <br /> $557,000 Due at time title passes <br /> <br />· Rent credit subject to adjustments based upon any delays <br /> <br />transferring title to the property between WSACC and Cabarrus County. <br /> <br />Discussion of Parks and Recreation Matching Grant Pro,ram - Chairman Barnhart <br /> <br /> Chairman Barnhart reported that there had been brief discussion at a June <br />13th budget meeting about the potential of the City of Concord building a soccer <br />complex on State-owned land at Stenewall Jackson School and a proposal that the <br />County consider some matching funds for that project. The Board had voted to <br />freeze the funding for the Parks and Recreation incentive grant program at that <br />time. Chairman Barnhart recommended that the Board consider the matching grant <br />program and possible funding for the soccer complex as two separate issues. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Nlblock and <br />unanimously carried, the Board moved to unfreeze the Parks and Recreation <br /> <br /> <br />
