the vehicle, shall reimburse the public health authority <br />for all reasonable costs, not to exceed fifty dollars <br />($50.00), incidental to the removal and storage of the <br />vehicle provided that the designation of the area as a no <br />parking or restricted parking zone clearly indicates that <br />the owner may be subject to these costs; <br /> <br />(30) To plan and operate public health facilities; <br /> <br />(31) <br /> <br />To provide teaching and instruction programs and schools <br />for medical students, interns,, physicians, nurses, <br />technicians and other health care professionals; <br /> <br />(32) To provide and maintain continuous public health <br /> services; <br /> <br />(33) To adopt, amend and repeal rules and regulations <br /> governing the care, conduct, and treatment of patients; <br /> <br />(34) <br /> <br />To establish a fee schedule for services received from <br />public health facilities and make the services available <br />regardless of ability to pay; <br /> <br />(35) <br /> <br />To maintain and operate isolation facilities for the <br />care and treatment of contagious, or other similar <br />diseases; <br /> <br />(36) To sell a public health facility pursuant to G.S. 131E- <br /> 8; and <br /> <br />(37) <br /> <br />To agree to limitations upon the exercise of any powers <br />conferred upon the public health authority by this Part <br />in connection with any loan by a government. <br /> <br />NOTWITHSTANDING THE FOREGOING, the Public Health Authority of <br />Cabarrus County shall neither have, exercise nor possess any <br />powers identified in N.C.G.S. 131E-23 which authorizes it to <br />own or operate an acute care hospital facility, nor may the <br />authority exercise the right of eminent domain granted under <br />the provisions of N.C.G.S. 131E-24 without a separate express <br />resolution therefor adopted by the Board of Commissioners of <br />Cabarrus County, North Carolina. <br /> <br />3. The Public Health Authority of Cabarrus County shall have <br /> <br />seven (7) Commissioners (the "Commissioners") , all of whom shall be <br /> <br />appointed or reappointed by the Chairperson of the Board of <br /> <br />Commissioners for Cabarrus County, pursuant to N.C.G.S. 131E-18, <br /> <br />-5- <br /> <br /> <br />
