Pleasant, North Carolina 28124 <br /> <br />Dear Mr. Barringer: <br /> <br />As you already know, the Board of County Commissioners has previously committed to a decision <br />to discontinue curbside recycling outside the areas served by the City of Concord effective November <br />1, 1996. The Board of Commissioners found it difficult to justify funding a service it could not <br />provide effectively on a county-wide basis. <br /> <br />Alternatives discussed included going to a consumer paid service (requiring a billing process not now <br />in place), expanding the number of existing County drop-off recycling stations or having curbside <br />recycling continued as a municipal service in the County's more densely populated areas. The Board <br />chose to expand the number of County drop-offrecycling centers. <br /> <br />It is uncertain as to whether your community has evaluated the assumption ofa curbside recycling <br />program either as a City-funded effort or as a consumer service similar to water and sewer. <br />However, during public discussions at the September 16th Board meeting, Commissioners agreed <br />to consider extending the County's recycling contract with BFI for an additional 30 days i_fthe cities <br />(Kannapolis, Harrisburg or Mt. Pleasant) wanted to consider assuming the curbside recycling <br />program. It was thought that if the cities choose to assume the program, contractual arrangements <br />with BFI could be accomplished by the end of December. <br /> <br />Generally, the County's agreement with BFI for curbside recycling is at a cost of $2.06/month per <br />customer with a need for at least 700+ customers to make a route feasible. Ms. Linda Ashendorf <br />with BFI can help you analyze the specifics of the program. Fred Pilkington with the County's <br />Health Department will be glad to assist you in your review of the options. <br /> <br />Please advise at your earliest convenience as to your community's interest in assuming the curbside <br />recycling program.
