162 <br /> <br />DRAFT <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, September 16, 1996, at 6:30 P.M: <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioner: Franklin C. Nlblock, Jr. <br />Absent - Commissioners: Sue B. Casper <br /> Kenneth Mills <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher <br />L. Hartaall, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Barnhart called the meeting to order at 6:30 P.M. Commissioners <br />Casper and Mills were absent due to illness. <br /> <br /> The Flag Ceremony was conducted by Cub Scout Pack 623 of the Bethel United <br />Methodist Men's Club. Scouts Bain Wilson, Clay Cragan and Dustin Barnes <br />participated in the ceremony. <br /> <br />Reverend Joe Johnson of the Forestview Baptist Church gave the invocation. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Fennel with <br />Commissioners Niblock and Fennel and Chairman Barnhart voting for, the minutes <br />of August 19 and September 3, 1996 were approved as written. <br /> <br />Approval of A~enda <br /> <br />The following changes to the agenda were requested. <br /> <br />(1) Consent Agenda - Addition of a Proclamation 'First Citizeus Bank Big <br /> Sweep" - Chairman Barnhart <br />(2) Removal of Item 8, 'Resolution Relative to Minutes of Closed Sessions- <br /> Commissioner Mills" - Commissioner Fennel <br />(3) Addition of a Petition to Close a Public Road - Setting a Public <br /> Hearing - Mr. Hartsell <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel with <br />Chairman Barnhart and Commissioners Fennel and Niblock voting for, the agenda was <br />approved with the changes listed above. <br /> <br />NEW BUSINESS <br /> <br />Recognition of Lieutenant Danny Cable on His Retirement from the Cabarrus CountZ <br />Sheriff's Department - Sheriff Robert Canaday <br /> <br /> Sheriff Robert Canaday recognized Lieutenant Danny Cagle who is retiring <br />on September 30, 1996. Lieutenant Cagle began his career with the Cabarrus <br />County Sheriff's Department on September 15, 1970. <br /> <br /> Commissioner Fennel presented a retirement plaque to Lieutenant eagle in <br />appreciation for his service to the citizens of Cabarrus County. <br /> <br /> As a long time friend and former classmate, Mr. Nartsell commended <br />Lieutenant Cagle On his work with the Sheriff's Department and wished him well <br />in the future. <br /> <br />Reco~nition of Ms. Linde C. Grist~ Director of the Cabarrus County Board of <br />Elections, for Attainin~ National Certification as a Certified Elections/ <br />Re~lstration Administrator - Mr. Blair Bennett~ Finance Director/area Manager <br /> <br /> Mr. Bennett recognized Ms. Linde Grist, Director of the Board of Elections, <br />for attaining the designation of Certified Elections/Registration Administrator <br />(CERA) through a course of study conducted by The Election Center's Professional <br />Education Program and Auburn University. Less than 100 persons in the United <br />States have received this designation. <br /> <br /> <br />
