RESOLUTION <br /> <br /> WHEREAS, quality education and an excellent highway system are key elements in <br />economic progress; and <br /> <br /> WItEREAS, North Carolina's public schools are overcrowded and often dangerously <br />outdated, and highways are badly congested, and in need of widening or paving to ensure safety; and <br /> <br /> WHEREAS, with the highway bonds, construction of many strategic highway projects across <br />North Carolina can be accelerated, thereby reducing land and construction costs caused by inflation; <br />and <br /> <br /> WHEREAS, the highway bonds will expedite the paving of thousands of miles of unpaved <br />roads and completion of key segments of urban loops and links between rural and urban areas, and <br /> <br /> WHEREAS, the proposed schools bonds will provide more equity between urban and rural <br />school districts throughout the state; and <br /> <br /> WItEREAS, the school bonds will decrease the reliance on local property taxes to fund <br />school construction; and <br /> <br /> WHEREAS, the school bonds will nearly double the rate of badly needed school <br />construction in North Carolina; and <br /> <br />WHEREAS, use of the highway and school bond funds will not require tax increases; and <br /> <br /> NOW, THEREFORE BE IT RESOLVED, that the Cabarrus County Board of <br />Commissioners supports the passage of the State Highway and School Construction Bonds on the <br />ballot on November 5, 1996, and the members of this organization will work to secure their passage. <br /> <br />Adopted this the 21st day of October, 1996. <br /> <br />ATTEST: <br /> <br />Jeffrey L.
