School Construction Bonds

$1.8 billion, with maximum of $450 million in bonds sold per year

· No tax increase.
The bonds will be repaid from
existing sources of state revenue.

· Administered locally.
All $1.8 billion goes to local
school districts for construction
and renovation.

· Reduce overcrowding.
Overcrowding in some schools
means children now go to lunch
and bathrooms in shifts. Classes
are being held in converted
storage rooms, former coal bins,
and on stages. The bonds will
build classrooms for nearly
100,000 new students. Statewide
enrollment is growing by nearly
25,000 students per year.

· Safer schools sooner.
1. Bonds will double the school
construction underway.
2. Over half of North Carolina
school buildings were
constructed during or before
President Eisenhower's
administration. They have
deteriorating and dilapidated
conditions, including

environmental hazards, lead
in paint and asbestos.
Funds also will be used to
-renovate old structures, build
libraries, meet water and
sewer needs, and construct
multipurpose rooms.

· More equity for smaller
and poorer school
systems.
Small and iow-wealth systems
will receive special allocation of
$650 million in addition to
allocations based on enrollment
and grow;h.

· Reduce number of
children in trailers.
North Carolina now has

approximately 4,800 trailer
classrooms. Conservatively,

bonds will help eliminate nearly
2,000 of those trailers.

For additional information:
N.C.
