School Construction Bonds <br /> <br />$1.8 billion, with maximum of $450 million in bonds sold per year <br /> <br />· No tax increase. <br />The bonds will be repaid from <br />existing sources of state revenue. <br /> <br />· Administered locally. <br />All $1.8 billion goes to local <br />school districts for construction <br />and renovation. <br /> <br />· Reduce overcrowding. <br />Overcrowding in some schools <br />means children now go to lunch <br />and bathrooms in shifts. Classes <br />are being held in converted <br />storage rooms, former coal bins, <br />and on stages. The bonds will <br />build classrooms for nearly <br />100,000 new students. Statewide <br />enrollment is growing by nearly <br />25,000 students per year. <br /> <br />· Safer schools sooner. <br />1. Bonds will double the school <br /> construction underway. <br />2. Over half of North Carolina <br /> school buildings were <br /> constructed during or before <br /> President Eisenhower's <br /> administration. They have <br /> deteriorating and dilapidated <br /> conditions, including <br /> <br />environmental hazards, lead <br />in paint and asbestos. <br />Funds also will be used to <br />-renovate old structures, build <br />libraries, meet water and <br />sewer needs, and construct <br />multipurpose rooms. <br /> <br />· More equity for smaller <br /> and poorer school <br /> systems. <br />Small and iow-wealth systems <br />will receive special allocation of <br />$650 million in addition to <br />allocations based on enrollment <br />and grow;h. <br /> <br />· Reduce number of <br /> children in trailers. <br />North Carolina now has <br /> <br />approximately 4,800 trailer <br />classrooms.
