Many citizens do
not rea]i~c the impa~t or ~he actions taken in closed sessions, nor do they have an opponunit7 to realize how those
decisions were reached. I ~nder the present closed session structure, ~ull and accurate minutes are not kept in spite
of the fact that ma,.~, de¢~ions are made. While many issues are ora sensitive nature, it is not necessary to keep it a
secret from the citiz=n.~ ,.~!' Caban'as County once the issues a~e resolved or there is closure. At the last meeting, !
attemptec[ to persuade m.,.. f'~llow commissioners to open ~te door to government, however as Dr, Niblock said,
"there are some things thy citizens don't need to know;" [ sa}' the citizens are entitled to know everything about
their government a.~ w~ll as the convictions and decisions or'those they elected to represent them. The excuses to
keep the door closed and th~ public shut out were just that.., excuses made by Commissioners B~tnhan and ?enneL
The legal issues were addressed [mc[ our atlotney indicated there was no reason not to keep these minutes as !
proposed, but [ hav~' con', promised the resolution to include a provision which allows the county attorney to review
the minutes prior t~ hain:.' released for public inspection.
