178 <br /> <br />DRAFT <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br />RESOLUTION <br /> <br />WHEREAS, <br /> <br />WI-IEREAS, <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />THEREFORE, <br />Commissioners: <br /> 1. <br /> <br />The Albemarle House Foundation, Inc. of Albemarle, North <br />Carolina wishes to convey title to the property it owns <br />at 242 North Second Street in Albemarle, North Carolina <br />to the Piedmont Area Mental Health, Developmental <br />Disability and Substance Abuse Authority at no cost; and <br />The Piedmont Board voted at its meeting on September 10, <br />1996 to accept said property; and <br />North Carolina General Statutes Section 122C-147C allows <br />Area Mental Health Authorities to hold title to real <br />property subject to the approval of the County <br />Commissioners; and <br />The property ts being transferred to Piedmont at no cost <br />for continued use as a halfway house for substance <br />abusers. <br />BE IT RESOLVED that the Cabarrus County Board of <br /> <br /> Approve the transfer of the title cf the property <br /> located at 242 North Second Street in Albemarle, <br /> North Carolina to the Piedmont Area Authority; <br /> and <br />2. As this property transfer is being done at no <br /> cost to Piedmont, in the future should Piedmont <br /> sell the property, the Board of Commissioners <br /> approves the proceeds from any such sale to he <br /> utilized at the discretion of the Piedmont <br /> Authority Board to serve the citizens of Union, <br /> Caharrus and Stanly Counties with substance abuse <br /> problems. <br /> day of October, 1996. <br /> <br />Adopted this 21st <br /> <br />ATTEST: <br /> /s/ Frankte F. Barnhart, Chairman <br />Gabarrus County Board of Commissioners <br /> <br />Noise Permit Request <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved a noise permit as requested by Ms. Dianne <br />Mullis for a party inside a garage at 809 Crestmont Drive, Concord, on Saturday, <br />November 23, from 3:00 P.M. to 11:00 P.M. with the understanding that the noise <br />level will be lowered if any complaints are received by the Cabarrus County <br />Sheriff's Department during this time. <br /> <br />UNFINISHED BUSINESS <br /> <br />Curbstde Recycling Program Update - Mr. Frank Clifton, County Manager <br /> <br /> Mr. Clifton advised there was no need to extend the County's recycling <br />contract beyond its scheduled termination date. The Town of Mt. Pleasant has <br />awarded a contract to provide recycling service to its residents. The cittes of <br />Harrisburg and Kannapolis have taken no formal action regarding recycling; <br />however, there has been discussion regarding assistance in providing drop-off <br />points in each of the two municipalities. <br /> <br />NEW BUSINESS <br /> <br />Road Name Chan~e (Petition 96-02) - Settin~ a Public HearinK <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board set a public hearing at 7:00 P.M. on Monday, <br />November 18, 1996, to consider the following road name change: Unnamed Road to <br />Crape Myrtle Court. <br /> <br /> <br />
