O. Box 707
Concord, NC 28025

Re: Fee Payments for Yates Chreitzberg Architects

Dear Mr. Bennett:

As requested, I am authorizing full payment in the amount of $17,669 to Yates Chreitzberg Architects for the
funds expended on the additional outdoor recreational facilities and the gymnasium rework at Rocky River
Elementary School. I am, however, authorizing this payment with a great deal of concern, and hope that we can
all communicate better in the future. The planning and decisions made regarding the rework of the gymnasium
and outdoor recreational facilities occurred between the County Parks & Recreation Department and the Yates
Chreitzberg Architect Firm. Although Yates Chreitzberg was acting as the representative for the Cabarms County
Board of Education, school personnel were not involved in any recreational planning. I did not realize that
planning for the Parks & Rec Department and the outdoor recreational facilities was going to be a part of the
budget for building our schools. As we make plans for future facilities, we would like to request that a specified
budget for recreational needs be allocated separate and apart from the actual building needs.

Mr. Don Clickner will be joining our staff on October 14, 1996, and will be the project manager for our facilities,
both old and new. Please dire.ct all building project decisions to Mr. Clickner. He should be informed of all
details involved in the building process. I will keep in close contact with Mr. Clickner and will be available to
assist him whenever needed.

Thank you for your assistance. We do appreciate the fine efforts that the County, the Commissioners, the
architects, and our school system provide to assure that the quality of education is enhanced in our school system.
Growth is exciting and challenging. Thank you for being there for us!

Sincerely,

Dr. Harold Winkler
Superintendent

HW:jmt

pc:

Cabarrus County Board of Education
Mr. Jeff Bamhardt
Mr. Don Clickner

Mr. Frank Clifton
Mr. Gene Jordan
Mr. Steve Little
Mr. Dennis Yates

An Equal
Opportunity Employer
