175 <br /> <br />DRAFT <br /> <br /> UPON MOTION of Coemissioner Mills, seconded by Chairman Barnhart with <br />Com~issioners Mills, Casper and Niblock and Chairmen Barnhart voting for and <br />Commissioner Fennel voting against, the Board voted to take the School/Park <br />Proposal Report under advisement at this time. <br /> <br />Approval of Memorandum of A~reement with the Cabarrus County and Kannapolis City <br />Boards of Education for Providing Coordinated School/Park Facility Planning <br /> <br /> Mr. Lewis briefly reviewed the proposed general agreements with the <br />Cabarrus County Beard of Education and the Kannapolts Board of Education to <br />provide coordinated school park facility planning for new facilities. <br /> <br /> There was discussion regarding the benefits of coordinated planning for new <br />facilities as well as the need to define maintenance responsibilities for each <br />site specific area. <br /> <br /> Commissioner Mills made a motion, seconded by Chairman Barnhart, to take <br />this issue under advisement at this time. This motion was withdrawn after <br />discussion. <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Chairman Barnhart with <br />Commissioners Mills and Casper and Chairman Barnhart voting for and Cormvlssioners <br />Fennel and Ntblock voting against, the Board moved to table the proposed <br />Memorandum of Agreement with the two boards of education until the first meeting <br />in January. <br /> <br /> Commissioner Fennel moved to amend the motion to consider the issue in <br />November. The motion died for lack of a second. <br /> <br />Parks and Recreation Matehin~ Incentive Grants for 1996-97 <br /> <br /> Mr. Steve Little, Parks and Recreation Director, reviewed the Parks and <br />Recreation Advisory Board recommendations for the 1996-97 Recreation Incentive <br />Grants totaling approximately $100,000.00. It was noted during discussion that <br />five (Nos. 3, 6, 7. 8, 10) cf the ten projects were maintenance oriented. <br /> <br /> Chairman Barnhart made a motion, seconded by Commissioner Mills, to approve <br />the five projects which were not maintenance oriented and to go back and look at <br />recommendations on how to fund the maintenance related projects. This motion was <br />withdrawn after discussion. <br /> <br /> There was lengthy discussion regarding the use of the incentive grant funds <br />for new or expanded facilities versus the use of the incentive grant funds for <br />maintenance and/or repair of existing facilities. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Niblock and <br />unanimously carried, the Board approved the following Matching Incentive Grants <br />for 1996-97 as recommended by the Parks and Recreation Commission and asked Mr. <br />Steve Little, Recreation Director, and his board to look for other possibilities <br />of expanded facilities and to bring those possibilities for matching funds back <br />to the Board of Commissioners at the first meeting in February. <br /> <br />CABARRUS COUNTY MATCHING INCENTIVE GRANTS 1996-97 <br /> <br />1. Kannapolis Area Tennis Task Force - New Slx Tennis Courts <br /> Complex at A, L. Brown High School - $25,000.00 <br />6.
