Traffic Impact Analysis <br />S. W. Lagelle, Transportation Planner <br />! 1/14/96 <br /> <br />BLACKWELDER FARM <br /> A Residential Subdivision <br /> <br /> This subdivision proposes a maximum of 162 single family residential units which <br />will produce between 1300 to 1600 trips per day total or about 8 to 10 trips per day per <br />household. Approximately 85 % of these A.M. outbound trips will access NC49 west into <br />Charlotte with the remaining 15% traveling north on Blackwetder Road, a narrow two <br />lane rural fgcility. The I5% north bound trips are likely to come into Concord fbr work, <br />school or shopping. This pattern is displayed in Figure 1. Figure 2 shows the reverse <br />P.M. inbound trip distribution. <br /> Blackwelder Road currently carries about 2,900 trips per day and will be impacted <br />bythe traffic generated by this subdivision, especially between NC49 and the site. If the <br />open land surrounding the site becomes similarly developed, traffic impact w'fll be <br />compounded. It is, therefore, recommended that a fight mm storage lane be added to <br />remove cars from the through lane of traffic while preparing to access the subdivision. <br />NCDOT does not have dedicated R-O-W on this road on which a right turn storage lane <br />would be placed and the existing roadway is too narrow to fit the turn lane. <br /> In addition to Blackwelder Road, the scheduled improvements to NC49 are <br />expected to affect access into the subdivision. The widening and improvements for this <br />phase are scheduled to begin in FFY 1998. The portion of NC49 fronting Blackwelder <br />Road will be a four lane divided highway with a positive median preventing eastbound <br />traffic from turning left onto Blackwelder Road. Drivers traveling east on NC49 will need <br />to move past Blackwelder to Pharr Mill Road to cross, then return to approach the <br />intersection to turn right. Intersection improvements at Blackwelder Road and NC49 are <br />also scheduled which should accommodate the traffic generated by this subdivision. <br />However, future development along Blackwelder Road will also primarily access NC49 <br />making it necessary to include exclusive right turn lanes on both the east and west sides of <br />Blackwelder. <br /> At present, the I996 revised urban area thoroughfare plan includes improvements <br />to Blackwelder Road.
