198

DRAFT

BE IT ORDAINED that the Cabarrus County Zoning Ordinance is hereby
amended as follows:

Purpose: To clarify the minimum lot size for single-family
development in the High Density Residential zoning district and to
reduce the required side setbacks.

Back, round: The minimum lot size for single family development is
6,0000 square feet. The ordinance is somewhat confusing, however,
because the minimum size for additional units in multi-family
development is reduced. The side setbacks for all developments are
5 feet minimum and 20 feet total. On a standard HDR single-family
lot that meets the average lot width of 50 feet, the building area
would only be 30 feet wide. The current setbacks would be
appropriate for multi-family development, but are too restrictive
for single-family. The staff proposes that they be changed to match
the required single-family side setbacks in the equivalent Concord
zoning districts (R-2.5, R-3, R-4). This would not increase density
but would allow a larger home to be built.

Proposed Chan~e: Change Section 5-12, Part III 'Development
Standards by Zoning District" such that language is added to the
minimum lot size to specify single-family lots of 6,000 square feet.
In addition, a line would be added to the setback standards under
principal and accessory uses to reduce the side setbacks for single-
family to 6 feet on each side.

Adopted this the 18th day of November, 1996 by the Cabarrus County
Board of Commissioners.

/s/ Jeffrey L. Barnhart, Chairman
Board of Commissioners
ATTEST:
/s/ Frankie F. Bonds
Frankie F. The Center proposes to use approximately
$1,242,000.00 in private funds along with $210,000.00 in Community Development
Block Grant (CDBG) funds to install water and sewer lines and construct a street
to the site. Favoni officials will work with the Department of Social Services
through the Work First Program and the local Work Over Welfare Program to assist
six families to get off welfare.

Mr. Clifton advised that Mr. Stark, who is the consultant for the County,
has a personal interest in the Favoni project.
