206 ,JFT Movie Location - Coddle Creek Reservoir Mr. Bem'Lett presented a request by Counting Bodies Productions, Inc. to use County property at the Coddle Creek Reservoir as a movie set production Site. The company has submitted a certificate of insurance for $2 million. He recommended approval of the request subject to Mr. John Murdock, Bxecutive Director of the Water and Sewer Authority, working out any problems concerning operation of the reservoir. UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and unanimously carried, the Board authorized Mr. Hartsell Co act on behalf of the Board and make an appropriate decision as to details regarding the use of the County property for a movie set production. Appointment - Adult Care Home Community Advisory Committee UPON MOTION of Commissioner Casper, seconded by Commissioner Nfblock and unanimously carried, the Board appointed Ms. Mildred Stephens to an initial one- year term as a member of the Adult Care Home Community Advisory Committee. Hs. Stephens' term of appointment will end on November 30, 1997. INFORMAL PUBLIC COIQ~NTS Chairman Barnhart opened the meeting for Informal Public Comments. Mr. Larry Burgess, resident of Elm Street in Concord and property owner in Gold Hill, described an incident involving his family and the Rowan County Department of Social Services (DSS). He complained that his parental rights were terminated although the Rowan DSS failed to show proof of sexual abuse and neglect of his children. Mr. Jim Cook, Cabarrus County Social Services Director, briefly commented on child abuse investigations. Stating that the incident described in Commissioner Fermel's proposed Resolution pointed to an area of State policy that needs to be reviewed, Hr. Cook agreed with the Board's action in this matter.
