185 <br /> <br />DRAFT <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, November 18, 1996, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue g. Casper <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankte F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> Boy Scout Troop 173 of the Harrisburg Presbyterian Church conducted the <br />Flag Ceremony. Scouts participating in the ceremony were Nick Brown, John <br />Sapalek, Nick Townley, Danny Heater, Mack Mical, Brad Mill, Justin Lee, Jim <br />Schropp and Dustin Grooms. <br /> <br />Commissioner Fennel gave the invocation. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Chairman Barnhart and <br />unanimously carried, the minutes of October 21, 1996 were approved as written. <br /> <br />Approval of the Agenda <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board approved the following changes to the agenda: (1) <br />Removal of Item 4 (L.I.F.E. Center Funding) as requested by Ms. Thelma Freeze, <br />Executive Director of L.I.F.E. Center; (2) Addition of authorization to use the <br />Coddle Creek Reservoir site for a movie scene; and (3) Addition of appointment <br />to the Adult Care Home Community Advisory Committee. <br /> <br /> UPON HOTION of Commissioner Casper, seconded by Chairman Barnhart with <br />Commissioners Casper, Mills and Nlblock and Chairman Barnhart voting for and <br />Commissioner Fennel voting against, the Board deferred consideration of Item 17 <br />(Reconsideration of the School/Park Proposal Report) until a later work session <br />with the Parks and Recreation Commission. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper with <br />Chairman Barnhart and Commissioners Casper, Mills and Niblock voting for and <br />Commissioner Fennel voting against, the Board removed Item 18 (Reconsideration <br />of the Memorandum of Agreement with the Cabarrus County and Kannapolis Boards of <br />Education for Providing Coordinated School/Park Facility Planning) from the <br />agenda. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Nlblock and <br />unanimously carried, the Board deferred Item 19 (Model Code of Ethics Developed <br />by the North Carolina Association of Oounty Commissioners) u~til a future work <br />session. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Road Petition - Addition of Willis Drive to the State Road System <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Mills and <br />unanimously carried, the Board approved the addition of Willis Drive to the State <br />road system. <br /> <br />Proclamation - Human Rights Day (December 7, 1996~ <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Mills and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br /> WHEREAS, all human beings are born free and equal in dignity <br />and rights. We are endowed with reason and conscience and should <br />act towards one another in a spirit of harmony; and <br /> <br /> <br />
