Conner Trucking
History of Zoning Enforcement

On May 9, 1994 our office received a complaint concenfing a possible zoning
violation at 13041 Cabarrus Station Road in Midland. The complaint was as
follows:

"Tractor trailers, dump trucks - Trucking company opened and operating in
the neighborhood - Trucks coming mid going at all hours of fl~e day. m~d
night. They leave their refrigeration units rmming all night."

On May 19, 1994 Mr. Jay Lowe, Zoning Teclmicim~, performed m~ onsite
inspection and fonnd that there was a trucking company operating at this
address. Mr. Lowe talked with Mr. Colmer m~d others workh~g at this
location. They stated that a business has been operating here for
approximately 15 years. Having no evidence to the contrary, oar office did
not see a need for any fi~rther actions.

On June 16, 1994, Mrs. Bohmmon who lives across Cabarms Station Road
from this operation and Mrs. Morrison who lives on Sam Black Road, came
by my office to discuss the trucking company presently operating on Mr.
Comber's property. I told them what Mr. Lowe had found and that our office
was satisfied that this was not a violation. Both ladies disagreed with the
information we had received. They stated the trucking compm~y had not been
there more than two years. They did agree that Mr. Colmer ran a grocery
store in the building which is now occupied by RPM Industries. At that time
Mr. Comber had a delivery truck and a dninp truck. That's all. With this new
information in ~nind I tried for three days to get in touch with Mr. Cromer.
On June 21, i 994 I talked with Mr. Colmer and told him the reformation I
had received. I then asked him to provide me with some evidence which
would prove that his trucking company has been in continttous operation for
the last 15 years. Mr. Comber stated that it would take some time to gather
such infonnation.

Approxi~nately tlu'ee weeks later, Mr. Conner brought me a couple of ledger
sheets from January and February of 1983 showing some activity of a dump
truck lie owned at that time. Mr. Comber also gave me a copy of a receipt for
service work performed in 1981 on a diesel truck.
