TRAFFIC IMPACT SUMMARY <br /> Petition 94-07 <br /> <br /> The low density area in which the proposed rezoning has been requested has <br />many characteristics which make it unsuitable for the intended land use. The <br />neighborhood is bucolic in nature appearing to be well established with many old family <br />homes. There is significant infill of moderate to above moderate new residences. A <br />truck terminal on the proposed site would compromise the quality of life as well as the <br />traffic safety for the existing and future residents. <br /> <br /> The surrounding road system within a reasonable distance to the site is similar in <br />nature. These are narrow 18-20', 2 lane streets. In general, the topography is hilly and, <br />therefore, the roads present a sight distance problem with regards to curves and grades. <br />Compounding this potential problem is the fact that there is unlimited access to the area <br />roads with many driveway cuts and private road outlets. The intersections near the site <br />are narrow two-lane into two-lane at right angles with no left turn or storage lanes. These <br />are not adequate for trucks to negotiate without comprehensive restructuring. This may <br />include but not be limited to widening lanes to improve maneuverability, the addition of <br />turn lanes adequate to accommodate the necessary turn radius for large vehicles. <br />Additionally, the added weight of trucks and semi-trailer will contribute to the rapid <br />deterioration of pavement making upgraded road design and resurfacing necessary. <br /> <br /> What complicates this situation are three bridges close enough to the site to be <br />used on a daily basis by the large trucks. They are narrow and are not weight limit rated <br />to accommodate loaded trucks. One of these bridges, state bridge #143 over Muddy <br />Creek, is located to the immediate northeast of the site on Cabarms Station Road. This <br />structure was built in 1959 to withstand a posted maximum of 11 tons for a tractor and <br />trailer. Any vehicle in excess of this weight would be in violation of the posting. This <br />bridge is scheduled for replacement in FY 2000. A detail of the bridge statistics are <br />attached in the correspondence of District Engineer, J.A. Hough. The other two are also <br />along the same road to the west toward the Mecklenburg County line. <br /> <br /> <br />
