They <br />have developed several highly successful cost-saving measures. They have also developed <br />a weWare reform project which essentinl~y transforms the existing AFDC and Food <br />Stemp programs into a work opportunities program. <br /> <br /> Our nation is stru~l~g to m~ke needed changes in the welf~e system. We feel <br />that the proposed program is unique and could serve as a demonstration project for <br />other communities. It is broader, more comprehensive, and makes better use of <br />existing financial resources than is the ease with some other current woridare and <br />welfare reform proposals. We believe i~ is ~ortant that we move ahead in <br />implementing progrnmt which can serve thi~ function. <br /> <br /> The proposal is descn~oed in detail in the attached program overview. Briefly, we <br />are seeltln~ to implement a workfare program for Cabarrus County pubhc <br />assistance recipients. The proposed program would establish a work first strategy <br />under which all able-bodied recipients would be expected to return something of <br />value to the community in exchange for assistance received.
