Proposal abstract

Cabarrus County Health Department

Concord

North Carolina

Name of applicant organization

prn~a~ Cmncer Screan~n_~ Program
Title of program

City "' State

In the space below, briefly summarize the proposal including a description of the need for the program, how the pro-
gram seeks to meet that need, the funds required, and other essential information.

Abstract
Prostate cancer is the second leading cause of cancer-related death among black men
in the United States. North Carolina has the nation's highest mortality for prostate can-
cer among black males, In Cabarrus County, black males die prematurely from prostate
cancer at a higher rate than white males. The above statistics reveal a need for increased
prostate cancer screening among black males in Cabarrus County.
The purpose of this project is to pilot a 12 month prostate cancer screening program.
The objectives of this program will be met through three main components: Community Coa-
lition, Education and Outreach, and Cancer Screening.
A community coalition is needed to involve members of the target group in the cam-
paign for increasing cancer awareness and education. The coalition will also provide a vital
link to addressing cultural barriers related to cancer screening. Targeted communications
will be critical to the success of the program. The objective of the coalition will be to identify
cultural barriers and recommend specific avenues to reach the target population. Develop-
ment of the coalition is the first phase of the project.
Education and Outreach is critical to the success of the project. Participation in the
screening relies heavily on increasing the awareness of prostate cancer screening among the
targeted population and in the general community as well. How this phase of the project is
implemented will depend greatly on the recommendations of the coalition. Resources such as
educational materials, mass media campaigns, and involvement from local medical profes-
sionals and community leaders are anticipated during this time.
Cancer Screening is the final outcome of this pilot, The object of the screening is
to provide prostate cancer screenings to at least 100 high risk males during the 12 months
following the acceptance of the grant. This will be accomplished through quarterly screen-
ings beginning in the fall of' 1995. All screenings will be a cooperative effort between Cabarrus
County Health Department and Dr. Hector Henry and other physicians from the Cabarrus
Urology Clinic.
The amount of funding requested from the Cannon Foundation, Inc. is $3,600.
This money will provide for Prostate Specific Antigen (PSA) tests for 100 high risk males.
The grant award will also be used for the recruitment of' patients, the educational aspect of
the project, and related mass media campaigns.
The Cabarrus County ltealth Department will pilot this project by commiting
nursing, health education, laboratory, and management support personnel to complete
the screenings. In addition to human resources, the department offers appropriate clinical
and laboratory space, and supplies as the program demands.
