COUNTY] <br /> <br />April 7, 1995 <br /> <br />MEMORANDUM <br /> <br />TO: Board of Commissioners <br /> <br />FROM: Sue Casper, Commissioner <br /> <br />SUBJECT: HSUS Animal Care EXPO '95 <br /> <br />At the request of Commissioner Olio-Mills and the entire Board of Commissioners, I agreed <br />to attend a conference in Orlando, Florida on March 29 - April 3, 1995. <br /> <br />The conference dealt with Animal Control and related problems. Of special interest to our <br />county is information applicable to developing an efficient, low maintenance, affordable <br />animal shelter and improved techniques of dealing with health and safety issues relative to <br />the rabies epidemic. <br /> <br />After conferring with professionals in this field, I am prepared to recommend that we <br />discuss further our needs with the architectural firm of Robb Partnerships who built the new <br />Charlotte/Mecklenburg Shelter. The consensus of opinion is that their techniques of design <br />and materials usage are the best applications in the field today, both from the standpoint <br />of function and wearability. Recent developments in floor covering and wall tile will reduce <br />maintenance and add years of usability to the building. <br /> <br />It is also my recommendation that we include the community in the planning process and <br />explore the possibility of seeking further interest the community (Humane Society, Animal <br />Protection, etc.) might have in the day-to-day operation of the shelter. <br /> <br />I will be pleased to discuss any phase of this project and ultimate operation with individual <br />commissioners or attempt to answer specific questions. <br /> <br />While at the Animal Control Conference, there was also a conference dealing with youthful <br />offenders, substance abuse, teen pregnancy, etc. in the same hotel. I took advantage of the <br />opportunity to talk with some of the attendees and professionals involved in that conference <br />sharing some of our local concerns and problems.
