· Growth Financing Plan RFP, Cabarrus County, NC, April 1995 <br /> <br />Completion of the plan will be accomplished in part through selective <br />interviewing of County elective officials and various other private sector <br />parties. The consultant will meet with appropriate County staff to obtain an <br />understanding of the local demands for major public services and fiscal <br />requirements due to developmenL This will include a discussion of types of <br />development, geographic location and other relevant infoiYaation as they <br />impact each of the five areas under review. The resultant infoJ~mation should <br />be compiled in a preliminary draft report with an executive summary listing <br />the fiscal impact of various forms of development on each of the five public <br />service/infrastructure areas under review by geographic area. It shall <br />continue to list findings and recommend future steps the County should take. <br />The fiscal impact analysis should rank and recommend alternative solutions <br />in meeting the public service demands with the fiscal impacts associated with <br />a city or the State separated from those identified with Cabaet'us County. <br />The draft report is to be submitted to the Office of the Cabarrus County <br />Manager and the Board of Commissioners for review and comment. A final <br />report is anticipated based upon comments received and mutually agreed <br />upon by the selected consultant. Once contracting of the project is made, it is <br />anticipated the County will receive the draft report within two months, the <br />final within five working days after receipt of final comments. <br /> <br />Amount Budgeted. $20,000. <br /> <br />Qualifications. Proposals by fit-Ls with considerable demonstrated <br />knowledge and expertise in facilities planning and programming, financing <br />and fee scheduling will be given the highest priority. Written proposals <br />should include: <br /> <br />Contact information on the firm <br />Key project personnel and their qualifications <br />Availability of key personnel <br />A brief description of the firm's organization <br />A list of similar projects completed by the firm <br />Names, addresses and phone number of references regarding past <br />project perfm~mance <br /> <br />Evaluation. Proposals will be evaluated based on technical approach, <br />relevant experience, qualifications of the project team, logistical capabilities <br />and cost. <br /> <br /> <br />
