METHODOLOGY TO ADDRESS SERVICE NEEDS OF <br /> LOW=INCOME MINORITY ELDERLY <br /> <br />GOAL: To increase participation in services and programs by low income <br />minority elderly persons at a minimum rate of the percentage of Iow income <br />minority elderly in the community. <br /> <br /> Cabarrus County Department of Social Services provides assistance to <br />all individuals requesting services regardless of race, and most of our <br />programs serve low income individuals. The type of extent of services <br />clients receive is based solely on client need and availability of funding. <br /> <br /> Through the In-Home Aide Program, we are presently serving 42~o <br />minority population. This exceeds the 13.8~o minority population of <br />Cabarrus County which is reflected in the 1990 census statistics. <br /> <br /> Based on current need for services, we do not have sufficient funds <br />to maintain current clients. We do continue to receive requests from <br />clients that meet the need for In-Home Aide Services. We will continue to <br />assess these requests so if funding becomes available, they can be added to <br />our program. <br /> <br /> We will continue to strive to serve the low income minority <br />population. In our CAP Program, we are presently serving 30~o in this <br />group. <br /> <br /> Outreach by the agency has been accomplished by newspaper articles, <br />brochures, home visits by social work staff, and contacts with other <br />agencies. Since funding is limited for these programs, we will not <br />implement any new outreach programs, but will continue with our current <br />outreach efforts which have proven effective in the past. <br /> <br /> As an agency that receives funding from several sources, we will <br />assess each case to be sure that funding is used to best meet the needs of <br />the clients and that Older Americans Act funds are targeted towards low <br />income minority individuals. ~ <br /> <br /> <br />
