SECTION 4.8 STORMWATER DRAINAGE <br /> <br />The subdivider shall provide for adequate drainage of all surface water. The purpose of <br />the stocmwater system is to control flooding and remove runoff from an area fast enough to <br />avoid unacceptable amounts of ponding, damage, or inconvenience. Modifications of <br />streams and other natural water courses is prohibited unless approved by the No, lt~ <br />Carolina Depaa h~ient of Environmental Health and Natural Resources and the Army Corp <br />of Engineers. Points of interception of runoff shall be fi~luent enough to avoid heavy <br />concentrations in any one system and to eliminate or minimize any flooding. Points of <br />discharge shall be within the site unless otherwise approved by the Planning and Zoning <br />Commission and adjoining property owners. The subdivider shall provide <br />retention/detention devices as may be applicable. Drainage calculations shall be based on <br />a five year fr~tuency in agricultural and residential areas if greater than tWo acre lots, with <br />all others designed at a 100 year sto~--~ for on site drainage and a 25 year storm for through <br />site drainage. Minimum pipe size shall be 15 inches diameter. Velocities in stoi~m sewer, <br />when flowing full at average peak flows, shall not be less than 2.0'/sec. nor greater than <br />20.0'/sec. <br /> <br />Subdivisions which will occur within the Urban Growth Areas of the City of Concord, the <br />City Kannapolis, or the Town of Harrisburg shall meet the specifications and standards set <br />forth in the respective city's subdivision ordinances where they pertain to sto~a~water <br />drainage. <br /> <br />SECTION 4.9 WATER AND SEWER SYSTEMS <br /> <br />Private wells and septic tanks must be approved by the Cabarrus County Health <br />Depa,~uLenL <br /> <br />Water and sewerage systems which do not include individual wells and septic tanks are <br />subject to the following: <br /> <br /> A. Connection to a public water and sewerage systems shall be in accordance <br /> with the policies and regulations of the Cabarrus County Water and Sewer <br /> Authority Board. <br /> <br />If a water or sewerage system is to be installed in a subdivision in the <br />County's jurisdiction, and the system is to be assumed and maintained by a <br />municipality or the County immediately upon installation, a complete set of <br />construction plans must be provided for the proposed system. <br /> <br />24 <br /> <br /> <br />
