~0811~ £AROIIll~

TO:

FROM:

DATE:

SUBJECT:

John V. Witherspoon/County Manager

Mike Byrd/Transportation Planner

May 25, 1995

Sale of County vans/conversion of County van

The current County van fleet consists of 24 vans, 18 standard and 6 lii~ equipped. The
County system is receiving an increasing number of requests for rides from individuals that
are wheelchair bound. This increase in trip requests has the system nearing the limit of
trips that can be provided with the current number of lif~ equipped vans. The County will
not receive any vans next year through the Section 18 grant program.

A solution that has been suggested by NCDOT is the sale of four standard vans to other
counties, using the money received for the conversion of one of our vans to litt equipped.

The original match (15%) the County paid for these vans was $2,638. The price (set by
NCDOT) the vans will be sold to other counties for is $2,520. This mount ($2,520)
would be paid by the purchasing County directly to Cabarrus. The sale of the four vans at
this price would result in a net loss to the County of only $472. This loss, I feel would be
small in comparison to the inability to provide transportation to this sector of the
population.

I would like to have permission to sell four vans at $2,520 each (County match cost after
depreciation). I would need that funding to pay for the conversion of the fifth van to lift
equipped.

Please keep in mind, unless additional funding is received by NCDOT, that the next time
we could possibly receive vans through Section 18 will be the Fall of 1997. Il'you have
any questions, please let me know.

cc: Jerry Newton

.x O E:x7,2- , . !
