Newto~ <br />Proposal for developing fiscal impact analysis <br /> <br />Date: <br /> <br />Remarks: <br /> <br />May 26, 1995 <br /> <br />In response to the board's request that our office prepare a proposal for developing a <br />fiscal impact analysis to be considered along with other proposals recieved as a result of <br />the issued RFP, I offer the following. <br /> <br />Phase I: Document research and review of similar in-house efforts as well as <br />consultant works to further formali:,e the most effective methodolgy. Establish detailed <br />work plan with inclusion of cities planning offices. <br /> <br />Weeks 1 through 5 <br /> <br />Purchase of Growth Management, Public Facilities & Services, Parks & Recreation, and <br />Performance St~_____~de reports. All will be used to further refine the fiscal impact <br />analysis. Attempt to secure use of UNCC Department of Geography professor(s) as a <br />class project and interns. The Concord and Kannapolis planning departments will be <br />asked to participate in the project with the Area Manager and planning directors <br />comprising the project team leaders. Each will be responsible for the assemblege of their <br />respective jurisdictions with the Area Manager responsible for the overlapping functions <br />of roadways and schools as well as the cummulative report. <br /> <br /> Phase H: Detem-dne various public service costs based on already identified standards of <br /> service. <br /> <br /> Weeks 3 through 6 <br /> <br /> Standards or levels of service will be pulled from all other depa, iuients through a request <br /> for info,mation and positions.
